Atty. Rowena Guanzon Speaks on Possible Sara Duterte, Robin Padilla Tandem in 2028
ROWENA GUANZON – The former Comelec Commissioner is seemingly encouraging Senator Robin Padilla to be the running mate of Vice President Sara Duterte.
Sen. Robin Padilla previously claimed that he is not running in the 2028 Elections. In previous gathering in Malaysia, he even campaigned for the Sara-Imee tandem in the next polls. According to the Senator, he will allegedly be the campaign manager of Vice Pres. Sara Duterte and Sen. Imee Marcos in the next election.
Padilla who was under the BBM-Sara senatorial slate in 2022 emerged as the frontrunner in the results of the senatorial race. Since he sat as one of the lawmakers in the Senate, he has repeatedly affirmed his loyalty to former Pres. Rodrigo Roa Duterte and the Duterte family.
Sen. Robin Padilla is even one of those who are members of the so-called Duterte bloc in the Senate which also includes Sen. Bong Go. Recently, amid the rumors that a member of the minority bloc will allegedly join the majority bloc, Padilla and Go clarified that they are solid in the Duterte bloc.
Undeniably, some of the bills pushed by Padilla in the Senate caught the attention of many people because of their Tagalog titles just like the Senate Bill No. 1300 or the “Anti-Pabebe Act of 2025” which proposes social media regulation for minors. Here are some of the measures proposed by the minority Senator:

- Amendment to the Indigenous Peoples’ Rights Act.
- ₱150 Daily Minimum Wage Increase for private sector workers.
- Abolition of the Travel Tax.Unified Halal Certification System.
- Establishment of Muslim Prayer Rooms.
- Charter Change (Cha-Cha): Pushing for amendments to the 1987 Constitution, including federalism.
- ROTC: Re-imposition of Mandatory Reserve Officers’ Training Corps.
- Criminal Justice: Proposed lowering the age of criminal liability to 10 for heinous crimes.
- Education/Social Media: Authored the “Anti-Pabebe Act of 2025” (SBN-1300) for early education reform and proposed regulating social media for minors.

- Anti-Political Dynasty: Actively pursuing legislation.
Recently, former Comelec Commissioner Rowena Guanzon seemingly expressed an encouragement to Sen. Robin Padilla to be the running mate of Vice Pres. Sara Duterte in the 2028 Elections. Several surveys showed that Duterte supposedly leads the presidential race.
Through a post on social media, Atty. Rowena Guanzon claimed that if Sen. Robin Padilla no longer wants to run for senator in the next election because of the alleged everyday feud in the Senate, he could be the running mate of Vice Pres. Sara Duterte so if they will win, they will not be against each other.
Furthermore, Atty. Rowena Guanzon also stated in her social media post that Visayas and Mindanao are allegedly for Vice Pres. Sara Duterte. According to her, Sen. Robin Padilla is also supported by Mindanao and is popular in Luzon.
Previously, former actress Mariel Padilla earned several reactions for saying that the people allegedly do not deserve her husband, Sen. Robin Padilla.
