Davao Cong. Paolo Duterte, Other Dutertes in House Make Filing over ICI Report from Flood Control Probe
PAOLO DUTERTE – The Davao Congressman and his kin in the House asked for copies of the flood control report of the Independent Commission for Infrastructure (ICI).
The Independent Commission for Infrastructure or more popularly called ICI was formed upon the order of President Ferdinand “Bongbong” Marcos amid the flood control mess in the Philippines. The supposed multi-billion flood control corruption led thousands of Filipinos to protest in the streets.

The Trillion Peso March was held twice in 2025 and thousands of Filipinos joined the rally. The people called for accountability after several members of the House of Representatives and officials of the Department of Public Works and Highways (DPWH) were implicated in the issue.
There are also some senators and former senators who were tagged in the flood control scam. Several contractors are also faced with flood control accusations. Amid the issue, the ICI was created.

The Independent Commission for Infrastructure is a three-member body led by former Justice Andres Reyes Jr. However, in December, amid the flood control investigation, ICI members Rogelio Singson and Rossana Fajardo resigned.
The resignation of the two (2) ICI members sparked questions on the fate of the commission. Recently, Pres. Bongbong Marcos announced that the commission is done with its work and is already nearing the completion or has already completed their final report.

Shortly after the President made the statement, ICI chairman Andres Reyes Jr. confirmed that they are winding down their operations and they will only operate until March 31. Two (2) truck loads of flood control documents were turned over by the ICI to the Office of the Ombudsman.
Recently, through the House Bill 885, Davao Cong. Paolo Duterte and his other family members laid their request for copies of the flood control report of the ICI. Based on a report on GMA News, the Duterte family stressed that the commission has not published any of its accomplishments.

“The Commission has not published any of its accomplishments or other relevant reports as required in Executive Order 94. Now therefore, be it resolved by the House of Representatives request the Office of the President and the Independent Commission for Infrastructure to furnish the House of representatives with copies of its reports,” the Duterte family stated.
Based on the report, aside from Davao Cong. Paolo Duterte, also behind the said request are Duterte’s son, Second District Representative Omar Duterte; his cousin, PPP party-list Representative Harold Duterte, and Duterte-ally Third District Representative Isidro Ungab.
The ICI has yet to speak on the request of Davao Cong. Paolo Duterte and his family members. Despite the conclusion of the operation of the ICI, Malacañang recently assured that the government’s flood control investigation will continue.
