An exchange student in the Netherlands shared a video showing a sighting of former presidential spokesperson Harry Roque at a market in The Hague.
Ashley de Leon, a singer known online as “muffin,” posted a clip of the sighting on TikTok while she was buying kibbeling, a Dutch snack of battered fish chunks seasoned with spices.
She said she was about to enter a store when she saw Roque in front of her.
Ashley took off her earphones to confirm if it was him and heard him placing his order in a “loud voice.”
She said Roque also appeared to have lost weight, joking that he was on a “fugitive diet.”
The student shared that she also saw Roque watching a video on his phone featuring Sen. Imee Marcos, adding that this “confirmed” it was him.
“I hope I see Bato next!” Ashley quipped, referring to Sen. Ronald “Bato” Dela Rosa, who has an arrest warrant issued against him by the International Criminal Court (ICC) in relation to his participation in the Duterte administration’s “war on drugs” campaign as Philippine National Police chief.
Meanwhile, former president Rodrigo Duterte is currently detained in The Hague, facing three charges of crimes against humanity for murder in connection with his anti-illegal drugs as Davao City mayor and Philippine president.

Roque is facing human trafficking charges related to his involvement in Lucky South 99, a scam Philippine Offshore Gaming Operator (POGO) hub in Pampanga, where he served as legal counsel.
The POGO hub reportedly engaged in scams, torture, kidnapping and human trafficking, with over 180 foreign nationals and Filipino workers rescued from the compound in 2024.
The former presidential spokesperson left the Philippines in the same year after being cited for contempt for refusing to attend Senate hearings on POGO sites allegedly used as fronts for criminal activities.
Roque later sought asylum in the Netherlands, citing alleged political persecution.
