LTO Issues Show Cause Order Against Rider in Viral Motorcycle Video
The Land Transportation Office (LTO) has ordered the 90-day preventive suspension of a motorcycle rider’s driver’s license after a video showing him dancing while driving went viral on social media. The rider was also seen repeatedly revving his motorcycle’s engine while using an illegally modified muffler.
The agency issued a show cause order to the motorcycle’s registered owner and designated rider following a Facebook post showing their alleged dangerous behavior on the road. The action was taken under the directive of LTO Chief Markus Lacanilao.
In the viral video, the rider repeatedly revved his motorcycle while traveling on the road. He and some of his companions were also seen dancing while driving their respective motorcycles, raising concerns about road safety.

The LTO ordered the registered owner and the rider to appear before its Intelligence and Investigation Division at the Central Office in Quezon City on October 14. They must submit their sworn statements or written explanations, along with the required original documents, to address the allegations.
The show cause order cited three possible violations: illegal muffler modification, reckless driving, and allowing an unauthorized or unqualified person to operate a motor vehicle. The agency may identify additional violations as the investigation continues.

As part of the immediate action, the rider was ordered to surrender his driver’s license to the LTO’s Intelligence and Investigation Division for the 90-day preventive suspension.
The motorcycle was also flagged in the agency’s records. The rider was instructed to bring the vehicle to the North Motor Vehicle Inspection Center for inspection on the scheduled hearing date.
The LTO’s investigation aims to determine the rider’s accountability for the alleged traffic violations. The show cause order gives the parties an opportunity to explain their actions and submit the necessary documents.
