Statement of COMELEC on Request of Pastor Apollo Quiboloy
COMELEC – The Commission on Elections reacted to the request of Pastor Apollo Quiboloy for a manual recount of the senatorial election votes.
Upon the request of former President Rodrigo Roa Duterte, the Duterte siblings campaigned fervently for the PDP-Laban candidates in the 2025 Senatorial Elections. There were initially 10 candidates endorsed by former Pres. Duterte’s political party. They are called the #Duter10.

Prior to the Election Day, the PDP-Laban adopted Senator Imee Marcos and Las Piñas district Representative Camille Villar who are also endorsed by Vice Pres. Sara Duterte aside from the #Duter10. According to the Vice President, her senatorial bets share a common vision of a peaceful and prosperous country.

Even from The Hague, former Pres. Rodrigo Duterte, through his family, called on the Filipinos to vote for the PDP-Laban candidates. Honeylet Avanceña, the long-time partner of the former President, even said that Duterte wanted the Filipinos to tell to just forget about him if they will forget about his PDP-Laban bets. It is no secret to the public that Pastor Apollo Quiboloy is close to the Duterte family. He is currently detained in the Philippine National Police (PNP) Custodial Center in Camp Crame in Quezon City. Previously, a petition to disqualify him was filed but the COMELEC rejected it.
Currently, 97.37% of the election returns have already been transmitted and Pastor Apollo Quiboloy did not make it to the Top 12 based on the partial and unofficial results. Here are the Top 12 candidates based on the unofficial results:

Pastor Apollo Quiboloy who ranked 31st in the unofficial election results called for a manual recount of the votes in the Senatorial race. Recently, the COMELEC responded to the request of the detained founder and leader of the Kingdom of Jesus Christ.

Based on a report on GMA News, COMELEC spokesperson Rex Laudiangco, in his response to the request of Pastor Apollo Quiboloy, said an election protest is needed for a manual recount. He urged the Pastor’s camp to follow the process.
“Payo na lang po namin sa mga parties na nais magkwestiyon: you file an election protest, pumasok po tayo sa proseso,” the COMELEC spokesman said.
Amid the ongoing counting of votes, the Vice President is disappointed with the results of the 2025 Elections. Vice Pres. Sara Duterte called on the Filipinos to join in building a powerful opposition.
