Recently, Davao Cong. Paolo Duterte declined to attend the flood control investigation of the ICI. According to him, the commission was established under an executive order citing the separation of powers.

Duterte argued that the ICI has no jurisdiction and power over him. According to him, the commission should investigate President Bongbong Marcos, his family, and former House Speaker Martin Romualdez instead.
