Jinggoy Estrada says accusations are baseless.

Senator Jinggoy Estrada is being linked to questionable flood control projects but insists these accusations are “baseless.”

Last year, the Independent Commission for Infrastructure (ICI) suggested filing charges against several officials regarding questionable flood control projects. They can reportedly be charged with direct and indirect bribery, corruption, and plunder based on the testimonies of witnesses who appeared before the commission.

These personalities were:

  • Former Ako Bicol Partylist Representative Zaldy Co
  • Sen. Joel Villanueva
  • Sen. Jinggoy Estrada
  • Former DPWH Undersecretary Roberto Bernardo
  • Commission on Audit (COA) Commissioner Mario Lipana
  • Former Caloocan Rep. Mitch Cajayon-Uy

Recently, Senator Jinggoy reiterated that the allegations linking him to controversial flood control projects are “baseless.” He maintained that there is no proof or evidence to support the claims.

In a statement, Estrada firmly refuted the allegations being raised against him. He accordingly has no involvement in irregularities related to the projects, which have recently come under scrutiny. Apart from the lack of factual foundation, he also insisted that official records would prove his position.

“From the very beginning, when this controversy surrounding the alleged questionable flood control projects surfaced, I have been consistent—and have repeatedly maintained—that the accusations against me are baseless, reckless, and utterly unsupported by any credible evidence,” Estrada said.

He is confident that the truth will come out and is prepared to face any legal processes necessary to clear his name. He stressed that he has no participation in any wrongdoing and called on the public to verify information rather than speculate.

Senate President Pro Tempore Panfilo Lacson, who chairs the Blue Ribbon Committee investigating the alleged flood control anomalies, said the Senate budget office was only stating facts in its report to the Ombudsman. He clarified that the flood control funds in the 2025 budget were not inserted by Estrada but were part of the PHP 142 billion insertions allegedly made by Francis Escudero.

Lacson added that Estrada was only linked to the issue after a former official claimed during a Senate hearing that kickbacks were delivered to him.
