Manila Officer Fired By Napolcom After Disturbing Abuse Case Surfaces
NAPOLCOM – The Napolcom has ordered the dismissal of a Manila police officer following a disturbing case involving an unconscious victim.
A police officer assigned in Manila has been ordered dismissed from the service after being found administratively liable for s*xually assaulting an unconscious woman, according to the National Police Commission (Napolcom).
In a decision released by the commission en banc, the patrolman was held guilty of grave misconduct and behavior deemed unbecoming of a law enforcer. The ruling was based on substantial evidence gathered from the investigation, including closed-circuit television footage, testimonies from witnesses, medico-legal reports, and the consistent and corroborated account of the complainant.
Napolcom emphasized that the officer committed an act of s*xual violence against a victim who was incapable of giving consent, underscoring that such behavior is a clear violation of the Anti-Rape Law of 1997. The commission described the incident as not only a serious legal offense but also a blatant breach of the ethical standards expected from members of the police force.
As a result, the highest administrative penalty of dismissal from service was imposed on the officer. This means he will be removed from the police organization and stripped of the privileges associated with his position.
Meanwhile, another police officer who was also named in the complaint was cleared of any administrative responsibility. Investigators concluded that there was not enough evidence to directly connect him to the alleged crime, leading to his exoneration in the case.
Napolcom Commissioner Rafael Vicente Calinisan strongly condemned the act, stressing that such behavior has no place in the police institution. “There is absolutely no place in the police service for this kind of violence and moral depravity. Exploiting a woman who is unconscious is not just a crime, it is a grave assault on the dignity of the uniform and a betrayal of public trust,” he said.
The commission reiterated its commitment to holding police officers accountable and ensuring that those who violate the law and ethical standards face appropriate consequences.
