CCTV Captures Bicycle Rider Stealing Water Meter in Caloocan City
A bicycle rider was caught on CCTV allegedly stealing a water meter along J. Rodriguez Avenue in Barangay 15, Caloocan City.
On August 25, 2026, a surveillance camera recorded the suspect stopping his bicycle on the side of the road before approaching the water meter. The video showed the man carefully examining the meter and repeatedly twisting it while checking his surroundings.
In the video, the suspect first looked around to make sure no one was passing by. After seeing that the area was clear, he forcefully twisted and turned the water meter until it became detached. He then quickly left the scene with the stolen item.

Jacqueline Celestino, Executive Officer of Barangay 15, said the owner of the water meter immediately reported the incident to the barangay. The report was shared not only to seek help but also to warn other residents about similar theft cases in the area.
After reviewing the CCTV footage, barangay officials coordinated with nearby communities and gathered information about the suspect. Authorities learned that the man was already known in several areas for allegedly being involved in theft-related activities.
“May nakapag-info sa amin na ‘gunun talaga ang trabaho (pagnanakaw)… kalalaya lang. May nakausap kami sa ibang barangay, actually banned na rin daw doon,” Executive Officer of Barangay 15 Jacqueline Celestino said.
Investigators believe the suspect targets water meters because some of their parts contain copper, which can be sold to junk shops for cash. This has made water meters attractive targets for thieves looking for quick money.
The barangay and local police are now continuing their follow-up operations to locate and arrest the suspect, whose identity has reportedly already been established. Authorities are also increasing patrols in the area to help prevent similar incidents from happening again.
