Mark Villar Pushes Free Health Insurance for All Government Workers
MARK VILLAR – A proposal seeking free health insurance for government employees is gaining attention as Senator Mark Villar calls for better medical protection for public servants and their families.
Senator Mark Villar is pushing for mandatory free Health Maintenance Organization (HMO) coverage for all government employees to strengthen their access to medical services and protect them from the financial burden of unexpected health emergencies.
Villar said his proposed measure seeks to improve healthcare benefits for government personnel while extending protection to their families against the high costs of hospitalization, treatment, and other medical expenses.

“Ang ating mga kawani ng pamahalaan ay mahalagang katuwang sa pagsusulong ng kaunlaran at paghahatid ng serbisyo publiko.
“Nararapat lamang na matiyak ang kanilang kalusugan at kapakanan, lalo na sa panahon ng pagkakasakit at mga medikal na emergency,” the senator said.
The senator emphasized that government workers play an important role in delivering public services and supporting the country’s development. He said ensuring their health and well-being should be a priority, particularly when they face illnesses or unexpected medical emergencies.
Villar also pointed out that existing PhilHealth coverage may not be enough to cover all the expenses associated with hospital confinement, medical treatment, and other healthcare needs.
Under his proposal, health or medical insurance would become a standard benefit for government employees, providing them with additional financial protection beyond their existing health coverage.
The proposed policy aims to help public servants access necessary medical services without placing excessive financial pressure on themselves and their families.

Villar stressed that providing healthcare protection to government personnel should be viewed as an investment in the country’s future. He believes that employees who have reliable access to medical services can concentrate more effectively on their responsibilities to the public.
“Ang pangangalaga sa kalusugan ng ating mga lingkod-bayan ay pamumuhunan sa kinabukasan ng ating bansa.
“Kapag may maaasahan silang serbisyong pangkalusugan, mas makapagtutuon sila sa kanilang tungkulin sa taumbayan,” said Villar.
If implemented, the proposed measure would establish free HMO coverage as an additional healthcare benefit for government workers, potentially helping them manage medical expenses and secure better access to healthcare services.
The initiative highlights the importance of protecting the welfare of public servants, whose work supports government operations and the delivery of essential services to communities nationwide. However, the proposal’s implementation would depend on the legislative process and the eventual approval of the measure.
