Landowner Plans to Close Road Under Aganan Flyover Over Unpaid Balance from DPWH 

A landowner plans to close the road under Aganan Flyover project over unpaid balance from the Department of Public Works and Highways. 

The owner of a piece of land affected by the Aganan Flyover project is planning to shut down one road under the structure after claiming that she has not yet received full payment from the agency. 

Aurora Jamotillo, the landowner, said she still has rights over the property because the remaining balance has not been paid. Because of this, she recently put up a tarpaulin under the flyover that reads Private Property, No Trespassing.

Jamotillo is now considering closing one lane, especially the first approach coming from the town of Santa Barbara. 

This is not the first time she has taken action. Last December 5, 2025, she also placed a similar tarpaulin in the same area. After that, a project engineer from DPWH and a contractor visited her to settle payment for one lot. However, she said that until now, there is still an unpaid balance of P106,000 for another lot. 

According to Jamotillo, DPWH and the contractor told her that they still do not have available funds to complete the payment. The land involved in the project is valued at 1,615 pesos per square meter, with a total area of 1,076 square meters.

The landowner made it clear that she is not against the flyover project. In fact, she understands that it helps the public, especially in easing traffic in the area. She said she has no problem seeing the project completed and fully operational. 

However, it is only fair for her that they receive the correct and complete payment for the land that was used for the government project. She hopes the issue will be resolved soon so that both sides can move forward without further conflict.
