LTO Suspends Driver’s License of Pickup Driver for Taking Video of Fallen Rider on EDSA
LTO has suspended the driver’s license of a pickup truck driver who recorded a fallen motorcycle rider on EDSA in Caloocan City.
On early Sunday morning, September 27, 2026, the driver, identified as Ferdinand Winston Roxas, was passing through the area when he saw rider John Owen Perez after he crashed. Roxas recorded the scene and made a comment wishing the rider had died.
Roxas explained that he was upset because the incident had caused heavy traffic and delayed his trip. He also blamed some motorcycle riders for what he described as irresponsible behavior on the road.
Perez later spoke about the incident and said he was hurt and angered by Roxas’ words. He explained that the driver did not know what had caused his crash and should have simply recorded the incident without making such a remark.
The rider also said that Roxas had offered to settle the matter and provide assistance, but had not personally apologized.
Following the viral video, the LTO took action against Roxas. The agency imposed a three-month suspension on his driver’s license and ordered his vehicle placed under alarm.
The LTO said Roxas may have committed two violations: using a mobile phone while driving and allowing an improper person to operate a motor vehicle. Officials also criticized his behavior while behind the wheel and reminded motorists to remain calm and responsible on the road.
Roxas has been given until October 2 to submit his explanation to the LTO. The agency will then continue its review of the incident and determine the appropriate action based on the available information.
