Napolcom to File Administrative Case Against Pasig Cop Over Gun-Pointing Incident
The National Police Commission (Napolcom) will pursue administrative charges against a Pasig City police officer who allegedly pointed his service firearm at a vehicle at a gas station while drunk.
During a press briefing at its central office in Quezon City on Wednesday, October 28, 2026, Napolcom Commissioner Rafael Vicente Calinisan said a formal complaint has already been filed against Police Staff Sergeant Ryne Rene Balisi, according to Daily Tribune and Inquirer.net. Because of this, Napolcom no longer needs to start an investigation on its own. The complaint is expected to proceed as grave misconduct and conduct unbecoming of a police officer.
As earlier reported by PhilNews, the incident happened on Sunday evening, October 25, at a gas station along Sandoval Avenue in Barangay Pinagbuhatan. Cellphone videos showed the off-duty officer walking unsteadily while holding his service gun and pointing it at a vehicle being refueled. Barangay officials responded after a concerned citizen asked for help, and Pasig City police later arrested him.

GMA News reported that a woman who was inside the vehicle said the man pointed the gun at them two to three times. She said she was holding her child at that time and could not tell who might be hit.
Balisi appeared at the Napolcom briefing and apologized, based on GMA News. “Sa aking complainant, humihingi po ako ng tawad,” he said. He admitted that what he did was wrong and said he lost control of his emotions after a quarrel at home. Pasig City police chief Colonel Wilson delos Santos said his reason for suddenly skipping work was not valid because it was not an emergency, as reported by RMN.

Balisi has posted bail in the criminal case, but he remains under restrictive custody at the Eastern Police District headquarters while the administrative case moves forward, according to Pilipino Star Ngayon.
Calinisan condemned the incident and said personal problems are no excuse. “We all have problems, but dealing with them by drinking, causing trouble, pulling out firearms, and harming others is unacceptable,” he said, as quoted by Inquirer.net. He added that the incident damaged public trust in the police and that the commission would act swiftly and impose the correct penalty.

Calinisan also called for stricter screening of police applicants, including complete background checks and proper neuropsychiatric evaluation. He appealed for stronger mental health support for police officers, and said Napolcom has coordinated with Dr. Miriam Cue, chairperson of the Professional Regulatory Board of Psychology, to provide screening and consultations for police personnel.
Earlier, the Pasig City police chief said the administrative case against the officer is serious and could lead to his dismissal from the service. No decision has been announced yet.
