Based on recent developments, the ICC Pre-Trial Chamber I confirms the charges against the former president and commits him to trial. The charges are composed of three counts of crimes against humanity.

The Chamber found substantial grounds, making him “responsible for the crimes against humanity of murder and attempted murder, pursuant to Article 7(1)(a) of the Rome Statute (ICC’s founding treaty).”

The statement added, “These crimes were committed as part of a widespread and systematic attack against a civilian population on the territory of the Republic of the Philippines between 1 November 2011 and 16 March 2019 in the context of the “war on drugs” campaign.”

The decision was based on the evidence and arguments presented by the Prosecutor and the Defence during the confirmation of charges hearing from February 23, 2026, to February 27, 2026.

Rodrigo Duterte will be required to appear during the trial of his crimes against humanity case after International Criminal Court Pre-Trial Chamber I confirmed the charges against him.

To recall, Sen. Bato dela Rosa and Sen. Christopher Lawrence “Bong” Go, and several others were also tagged in the documents from the ICC, accusing them as “co-perpetrators” in Duterte’s “violent crimes, including murder.”

As of this writing, Bato is still in hiding, evading the reported ICC arrest warrant against him. This prolonged absence in the Senate put him under immense criticism.
