Woman Expresses Frustration After Husband Gets Ticket for Being Shirtless Outside Their Home
A woman expressed her frustration after her husband was given a ticket by police for being shirtless while working outside their home in Mandaluyong City.
On April 10, 2026, a man was mixing cement just outside their house when officers approached and issued a violation ticket for not wearing a shirt in a public area along a narrow street in Barangay Addition Hills.
According to his wife, Norietta Lanquino, her husband was simply doing construction work and did not expect that it would lead to a penalty.

She felt that the authorities should have given a warning first before issuing a ticket, especially since it was the first time they had seen such an operation in their area in the three years they had been living there.
The situation was difficult to accept because her husband was not causing trouble and was only focused on finishing his work. She believed that a simple reminder could have been enough instead of immediately giving a fine.
The police, on the other hand, explained that the operation was part of a larger effort to enforce local ordinances. The Mandaluyong City Police, together with the Eastern Police District, carried out a Simultaneous Inter-Agency Anti-Criminality Operation across different areas.
Part of this operation includes reminding the public to follow rules such as not being shirtless in public places. Authorities said these rules are in place to maintain order and proper behavior in communities.
Some understood the side of the authorities, while others felt sympathy for the family. The importance of awareness when it comes to local rules, as well as the need for clear communication between authorities and residents to avoid similar misunderstandings in the future.
