Statement of Malacañang on ICI amid Continued Call for Accountability on Flood Control Mess
Malacañang press officer undersecretary Claire Castro spoke on the fate of the Independent Commission for Infrastructure (ICI).
Amid the flood control mess in the Philippines, President Bongbong Marcos ordered the creation of an independent commission that will investigate the flood control issue and the infrastructure projects funded by the government. His order led to the creation of the Independent Commission for Infrastructure or ICI.

Countless Filipinos were left disappointed and calling for justice over the supposed multi-billion flood control mess in the Philippines. Several members of the House of Representatives as well as officials of the Department of Public Works and Highways (DPWH).
Some senators and former senators were also tagged in the flood control mess. It brought thousands of Filipinos to the streets for the “Trillion Peso March” to call for an end to corruption.

The ICI is a three-member body led by former Justice Andres Reyes Jr. and the members were former Public Works Secretary Rogelio “Babes” Singson and CPA Rossana Fajardo. They have invited several government officials to the flood control hearing.

However, amid the continued call for accountability over the flood control mess, two (2) members of the ICI, Singson and Fajardo, resigned from being members of the commission. Singson resigned last December 3, 2025 and Fajardo resigned last December 26, 2025.
The resignation of the two (2) former members of the ICI sparked questions on the fate of the commission. Malacañang previously claimed that it is allegedly better for the ICI to talk to Marcos Jr. The commission submitted a 125-day report to the President.

Here are the achievements listed by the ICI in the report submitted to Pres. Ferdinand Marcos Jr.:
- Nine referrals, covering 65 implicated individuals, submitted to the Ombudsman, one of which was made with the Department of Public Works and Highways
- 66 individuals referred to the Department of Justice for the issuance of Immigration Lookout Bulletin Orders (ILBOs)
- 32 hearings covering 36 witnesses, including 20 legislators and five agency heads
- 16 site inspections nationwide
- 1,173 documents processed
- 6,692 bank accounts of implicated individuals frozen or subjected to freeze orders
- P24.7 billion worth of assets seized, preserved, frozen or surrendered, according to the Anti-Money Laundering Council. This includes 229 vehicles, 394 insurance policies, 161 real properties, 16 e-wallet accounts and 10 air assets
- Eight inter-agency coordination meetings conducted and six legislative sessions attended
- Three hearings livestreamed
Recently, Malacañang press officer undersecretary Claire Castro spoke on the fate of the ICI amid the continued call for accountability over the flood control mess. According to News5, the Palace official announced that the decision on the fate of the commission will be made this week.

The statement of Malacañang came after the members of Iglesia ni Cristo (ICI) called for a clearer response towards the corruption issues in the Philippine government. Based on the post, the Palace official stressed that Marcos Jr. is focusing on the economy of the country.
“Nandiyan po ang ICI pati po ang Ombudsman, ang DOJ na nagpapatuloy po sa pag-iimbestiga. Hindi rin naman din po tumitigil ang DPWH para malaman ang mga anomalyang naganap sa pag-aabuso sa pondo ng bayan,” the Malacañang official said.
Previously, even after the resignation of the two (2) members of the commission, former Justice Andres Reyes Jr. claimed that the ICI is allegedly ready to fight corruption until the end if allowed.
