TNVS Driver Files Charges Against 4 HPG Officers Over Alleged Extortion
A TNVS driver has filed a complaint against four members of the Philippine National Police Highway Patrol Group (HPG) over alleged extortion.
On Tuesday (May 5, 2026), the National Police Commission (Napolcom) identified the respondents as Police Executive Master Sergeant Alfonso Sarol Jr., Police Senior Master Sergeant Jefferson Tibayan, Police Corporal John Evan Fabrero, and Patrolman Reymark Gines, all assigned to the HPG in the National Capital Region.
According to the driver, he was flagged down by an HPG mobile patrol along EDSA southbound on the morning of April 29, 2026, between 9 a.m. and 10 a.m. The officers reportedly cited a defective tail or brake light as the reason for the stop.

The driver was then brought to an HPG police outpost along Mindanao Avenue Extension in Caloocan City. There, he was informed that his vehicle would be impounded due to allegedly expired documents.
He was also asked to submit additional requirements from his financing company to secure the release of his vehicle.
While processing the documents, the driver claimed that one of the officers suggested that the release of his vehicle could be sped up in exchange for money. The alleged amount started at P50,000 but was later reduced to P35,000 after discussion.

Napolcom Commissioner Ralph Calinisan said that such actions have no place in public service. He stressed that any form of abuse of authority, especially those involving extortion, is a serious violation and a betrayal of public trust.
The commission assured that the complaint will be thoroughly investigated. Authorities also emphasized their commitment to holding accountable any personnel found guilty and ensuring that justice is properly served.
