Ping Lacson had this statement about the alleged Taguig ghost project
Senator Ping Lacson said on Sunday, September 13, 2026, a witness who claimed to have delivered boxes of cash for “ghost” and substandard projects in Taguig City has appeared before the Office of the Ombudsman’s fact-finding investigation.
To recall, Lacson has flagged at least 32 anomalous and “ghost” infrastructure projects in Taguig City. He primarily targeted slope protection, drainage, and flood control works funded under the 2025 General Appropriations Act (GAA).
The controversy centers on billions of pesos in alleged budget insertions linked to the political bailiwick of Senate Minority Leader Alan Peter Cayetano.
Based on the report from Abante, Sen. Ping Lacson said that the filing of charges against those involved in the “ghost” and substandard projects might precede the case regarding the illegal reclamation project in Taguig City.
“Ngayon kung magsasagawa sila ng preliminary investigation, mauuna yung sa plunder. Involved diyan ‘yung mga contractor, DPWH, at kung sino pa man ‘yung tatamaan kasi ang latest na development diyan may mga testigo na dumulog sa Ombudsman na kung saan nag-share sila ng detalye kung papano dinadala ‘yung pera, kahon-kahong pera. Parang ang isang delivery sometimes P20 million may mga ganu’n,” Lacson.
The Senator did not immediately name the person who received boxes of money while the Ombudsman’s investigation is ongoing.
He said that he won’t share the details for now, but such a statement has already been shared with the Ombudsman’s fact-finding team.
Lacson also said those involved will likely spend Christmas in jail, as the case could be filed before the end of 2026.
“I would like to think na hindi ito aabutin ng end of the year magkakaroon ng pagsasampa ng kaso rito,” he said.
Earlier, Sen. Ping Lacson and his team formally submitted at least 45 case studies to the Ombudsman. This was accompanied by official documents, detailing “systemic anomalies” in flood control infrastructure projects.
After this, the Office of the Ombudsman launched a fact-finding investigation into allegations concerning the “ghost” projects in Taguig City.
