After Nine Months, CHED Promises Action on AmiananPH’s Unpaid Services
The Commission on Higher Education (CHED) has promised to look into a payment issue involving AmiananPH, a cultural gift store that claims the agency has failed to pay for its services for more than nine months.
The business owner previously raised concerns about unpaid transactions involving both CHED and the Department of Energy (DOE). According to the owner, the DOE had also failed to settle its payment for approximately one month.
However, the DOE announced on Friday, October 30, 2026, that it had completed the payment process and delivered the check to the supplier. The agency said the payment was processed within the 30-working-day period stated in its agreement with AmiananPH.

Meanwhile, CHED has issued its own statement addressing the complaint. According to a report by the Manila Bulletin, the agency explained that the transaction did not reach the Office of the Chairperson because it was handled directly by its Regional Office IV (CHEDRO IV).
CHED clarified that the purchase was classified as a small-value procurement, meaning the transaction was managed at the regional level and did not normally require the involvement of its central office.

Despite this explanation, CHED assured the supplier that its Office of the Chairperson would personally oversee the matter moving forward. The agency said it would gather the necessary information from CHEDRO IV, carefully review the circumstances surrounding the delayed payment, and address any problems identified during the investigation.
The agency’s response comes amid growing concerns about government payment delays and their impact on small businesses that provide products and services to public offices.

As of this writing, AmiananPH has not released a new statement or public response regarding CHED’s latest announcement. It also remains unclear when the agency will complete its payment to the supplier.
