Public Frustrations Rise As LTO Becomes Most Complained About Agency Nationwide

LTO – The LTO is now under scrutiny after being named the most complained-about government agency in the country.

The Land Transportation Office (LTO) has emerged as the “most complained agency” in the country, according to Anti-Red Tape Authority (ARTA) Secretary Ernesto Lopez. The announcement was made during a press briefing conducted by the Presidential Communications Office (PCO) on Tuesday, May 5.

During the briefing, Lopez revealed that the LTO has overtaken the Food and Drug Administration (FDA), which previously held the top spot. “Latest, as of March 31, bumaba na po ang FDA from number 1 to number 3—ang number 1 most complained na po [ay] ‘yong LTO,” said Lopez.

Despite this development, the ARTA chief emphasized that most complaints filed against government agencies are still being resolved efficiently. “Pero karamihan po dito, that cases that were filed to us, almost mga more than 90% are resolved, meaning closed,” he explained.

Lopez further detailed the process followed by ARTA when complaints are received. “Dahil po ang ARTA, ‘pag nakakatanggap po kami ng complaint, nire-refer natin kaagad dito sa Committee on Anti-Red Tape. At alam po ninyo na kapag alam nila that ARTA is already onboarded, even before the hearing is set by ARTA, most of the time nire-resolve na po nila ito at hindi na po ito nai-elevate into a formal complaint,” he added.

According to the secretary, the most common complaints involve delays in acting on filed applications, the imposition of additional requirements, and violations of the citizens’ charter, among others. These issues continue to be recurring concerns among the public when dealing with various government agencies.

Lopez also confirmed that the LTO ranked third among the most complained-about agencies in 2025, based on ARTA’s records, indicating a significant rise to the top position this year. He noted that a large portion of the complaints filed against the LTO originates from Metro Manila, highlighting a concentration of concerns in the country’s capital region.

The findings underscore the need for continued improvements in government service delivery and adherence to streamlined processes to better serve the public.
