Head of Police Clearance Section Removed After Birthday Celebration at Quezon City Hall Delays Public Service
The head of the Police Clearance Section at Quezon City Hall has been removed after his birthday celebration causes delays in serving applicants.
The issue gained attention on social media after an applicant shared their experience of waiting for service while several stations were reportedly left unattended. The incident drew criticism from people who believed that government employees should prioritize their duties, especially when dealing with public documents.
According to the complainant, eight service stations temporarily had no personnel attending to applicants because the employees were eating together during the celebration. The reported disruption happened from around 11:40 a.m. to 12:30 p.m.

One service cubicle reportedly resumed operations at around 12:10 p.m., while applicants continued to wait for assistance at the other stations. The issue raised concerns about how the celebration affected people who had visited the office to secure their police clearance.
Police clearance is an important document that people may need for employment and other official requirements. Delays in processing such documents can inconvenience applicants, particularly those who have limited time to complete their transactions or have traveled far to reach the office.
Following the incident, the section head was removed from the position. The action came after the complaint spread online and sparked discussions about accountability and the quality of government services.
The incident also brought attention to Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. The law aims to improve government transactions by making public services more efficient and accessible. It also sets standards intended to prevent unnecessary delays in government offices.
