

Videos, images and other posts featuring Vice President Sara Duterte and self-proclaimed bagman, Ramil Madriaga, were cited following her denial of knowing him.
Madriaga, who identified himself as a former aide to Duterte, is a key witness in the impeachment complaints against her and appeared at the House of Representatives’ Committee on Justice hearing on Tuesday, April 14.
Duterte has previously denied knowing Madriaga, claiming she has no personal or professional relationship with him.
“In fact, prior to the dissemination of the Madriaga affidavit, I had no recollection of knowing, meeting, or interacting with Madriaga,” she previously said in her complaint.
Madriaga, in an affidavit, had claimed that he delivered large amounts of money to various individuals under Duterte’s instructions when she was still the education secretary.
In response, Duterte denied knowing him and tagged him as part of a kidnap-for-ransom group allegedly planning to assassinate her.
On April 14, Madriaga appeared at a House hearing, where he claimed to have delivered P125 million of the vice president’s confidential funds to three locations within 24 hours, also upon her instruction.
“I read from several media reports that the P125 million OVP confidential funds in 2022 were reportedly utilized in just 11 days. This is wrong because I personally disposed the money in less than 24 hours,” he said.
Madriaga also shared videos and photos as proof of his links to Duterte, challenging her claim of not knowing him.
Among these was a video greeting from the vice president for his birthday, in which she called him “Sir Ram.”

Moreover, there was a 2021 Facebook post featuring screenshots of an online gathering featuring Duterte and Madriaga, who was tagged as the founder of the “ISIP Pilipinas Movement.”
He claimed that Duterte had instructed him in 2019 to form a group to support her “planned 2022 presidential candidacy.”
“We were able to register ISIP Pilipinas at the Securities and Exchange Commission (SEC), with me as the National Convenor. Funding of ISIP was provided by Mayor Sara Duterte along with other support groups,” Madriaga previously said.
The Facebook post thanked Duterte for her time, describing her as “like a mother comforting her children.”
“You even went out of your way to create the Zoom link yourself when ours was having connection issues, we are merely your followers and you made us feel very special and important.
Those were the tiny instances that showed us how real a person you really are Mayora Sara,” ISIP Pilipinas Movement’s old post read.
“As our founder Dr. Ram Madriaga said, ‘we cannot have a WISE vote if your name will not appear in the ballot,’” it added.
The House Justice Committee is holding its second public hearing on the impeachment complaint against Duterte.
It has 60 session days from February 23 to resolve the complaints.
If the committee report favors the impeachment move, a one-third vote in the House plenary will bring the case to the Senate for a full trial.
Duterte is facing impeachment complaints involving allegations of misuse of her confidential funds, threats against ranking officials, and other possible violations of the 1987 Philippine Constitution.
