Owner of Toyota Innova w/ Motorcycle Escort Using Siren & Blinker Summoned by LTO
The Land Transportation Office (LTO) summoned the owner of Toyota Innova with a motorcycle escort using siren and blinker.
The agency has ordered the owner and driver of a Toyota Innova Zenix, along with their motorcycle escort, to explain their actions after a viral video showed them using blinkers and sirens while driving along the Ninoy Aquino International Airport Expressway (NAIAX).
The incident happened on October 25, 2025, and garnered attention online. Following the uproar, the LTO issued a Show Cause Order requiring the individuals involved to appear before the agency’s Intelligence and Investigation Division on November 3, 2025.
They were also instructed to submit a sworn explanation stating why they should not be charged with Unauthorized or Unlawful Use of Blinkers under Presidential Decree No. 96 and Improper Person to Operate a Motor Vehicle under Republic Act 4136.
As part of the ongoing investigation, the Toyota Innova has been placed under alarm to prevent any transactions related to it. Additionally, the LTO has suspended the driver’s licenses of both the vehicle owner and the motorcycle rider for 90 days pending the outcome of the inquiry.
LTO Chief Assistant Secretary Markus Lacanilao reminded motorists that the use of sirens, blinkers, and escorts is not a privilege but a regulated act allowed only for certain emergency and government vehicles.
“Hindi pribilehiyo ang paggamit ng blinkers at escorts. May malinaw itong limitasyon sa ilalim ng batas, at mananagot ang sinumang lalabag,” Asec. Lacanilao said.
He stressed that anyone caught abusing such devices will be held accountable under the law.
The agency reaffirmed its commitment to promoting discipline, accountability, and road safety.
