 There is an emerging consensus between the Southeast Asian bloc ASEAN and China to conclude a code of conduct for the South China Sea next year, the Philippine foreign minister said on Monday.

Speaking at a press conference on the Philippines taking over as chair of the Association of Southeast Asian Nations next year, Theresa Lazaro said the code of conduct should be legally binding
