LTO Summons Driver Caught on Camera Dragging Motorcycle in Quezon City
LTO has ordered the driver of a car caught on camera dragging a motorcycle in Quezon City to explain the incident.
On Thursday, October 29, 2026, the Land Transportation Office (LTO) issued a Show Cause Order (SCO) against the involved individuals. The driver’s license has also been suspended for 90 days, while the car has been placed under alarm status.
According to the police report, the incident happened at around 4 p.m. on October 27, 2026, along the eastbound lane of Commonwealth Avenue. The car and motorcycle reportedly collided, causing the motorcycle rider to fall from his vehicle.

Instead of stopping, the car continued moving with the motorcycle stuck in front of it and being dragged along the road. The vehicle only stopped after another motorist blocked its path.
During its investigation, the LTO also discovered that the car’s registration had already expired in July 2024.
Under the Show Cause Order, the driver and registered owner must appear before the LTO’s Intelligence and Investigation Division at the agency’s Central Office along East Avenue, Quezon City, on November 3, 2026.
They are also required to submit a sworn written explanation about the incident and present the original copies of the necessary documents.
The LTO has likewise invited the motorcycle rider to attend the same hearing to share his side of the story and provide documents that could help clarify what happened.
LTO Chief Assistant Secretary Markus Lacanilao stressed that the agency would not tolerate aggressive and dangerous behavior on the road. He reminded motorists that roads are not places to express anger or take revenge on other drivers, as such actions could put the lives and safety of others at risk.
The agency said it would continue to hold motorists accountable for actions that threaten public safety.
“Hindi natin kukunsintihin ang agresibo at mapanganib na pag-uugali sa kalsada. Hindi lugar ang kalsada para maglabas ng galit o gumanti sa kapwa motorista dahil buhay at kaligtasan ng ibang road users ang maaaring malagay sa panganib,” LTO Chief, Assistant Secretary Markus Lacanilao said.
