DENR Puts Wildfire Prevention on Maximum Alert as Very Strong El Niño Looms
The Department of Environment and Natural Resources (DENR) has raised its forest protection operations to maximum alert as a very strong El Niño threatens to dry out forests and grasslands across the country, according to the Philippine News Agency.
In a news release on Friday, November 6, 2026, Environment Secretary Juan Miguel “Mitch” Cuna said regional offices have rolled out preventive measures in areas vulnerable to wildfires, including forest patrols, firelines and the preparation of firefighting equipment for the expected dry spell. The PNA story was published at 5:31 p.m.

“Our decision to deploy dedicated Bantay Gubat patrols and build firelines in high-priority areas reflects our firm commitment to prevent wildfires,” Cuna said. He called on citizens, farmers and local leaders to observe strict bans on open burning and kaingin (slash-and-burn farming).
In Northern Luzon, DENR Region 1 has deployed Bantay Gubat forest protection officers and park rangers for continuous foot patrols in conservation areas, including National Greening Program plantations. The region also maintains firebreaks and 10 ranger stations with lookout towers, and uses a Red Flag Alert System with PAGASA and local disaster offices for early warning.
DENR Region 5 in Bicol is preparing firefighting equipment and training park rangers and barangay officials in basic fire response. In Masbate, the provincial office has set up fire control measures covering 298 hectares of forestland, including a 5,000-meter fireline in Biga-a and Parina and another 5,000-meter fireline network in Alas, Mandaon, along with a strict ban on kaingin and open refuse burning.
In Mindanao, DENR Region 11 has temporarily closed Mt. Apo Natural Park to trekking and recreational activities during the peak dry period to prevent human-induced fires. The region has also intensified patrols and held joint fire suppression drills with the Bureau of Fire Protection, local governments and indigenous mountain guides.
The Environmental Management Bureau in Regions 9 and 10 has cleared dry leaves and other combustible vegetation around government facilities in Zamboanga and Cagayan de Oro. Quick Response Teams in all regional offices are on 24/7 standby to assist local fire authorities, while Cuna urged the public to be careful in fire-prone areas, saying protecting forests is a shared responsibility.
