Bravery Rewarded: Cebu Governor, DOLE Come to the Rescue of Driver Who Saved Six Lives
DOLE – Cebu driver who was dismissed after rescuing six flood victims is now being hailed as a hero, with DOLE preparing a special honor for his extraordinary bravery.
The Department of Labor and Employment (DOLE) Region 7 is preparing to honor a wing van driver who lost his job after using a company vehicle to save six individuals swept away by floodwaters in Barangay Cotcot, Liloan, Cebu. The agency has also initiated an investigation into the vehicle owner, stressing that the dismissal of the driver had no legal basis.
The driver, Francis Anthony Narvasa of Villaba, Leyte, gained public admiration after a video of his courageous rescue circulated online. On November 4, 2025, as Typhoon Tino battered Cebu, Narvasa and his two helpers risked their lives to pull stranded residents from raging floodwaters. According to reports, a police officer sought his assistance, prompting him to use the wing van during the emergency.

Despite the widespread praise he received, Narvasa’s heroic actions did not sit well with the owner of the vehicle. Shortly after the incident, he was informed that his employment had been terminated. The sudden dismissal drew strong reactions from the community and local officials.
Among those who commended Narvasa is Cebu Governor Pamela Baricuatro, who lauded his bravery in aiding residents in distress. Upon learning that he had been fired, she immediately directed that Narvasa be hired as a driver for the Cebu Provincial Capitol—a gesture that has been widely welcomed by the public.
DOLE 7 also expressed its admiration for Narvasa’s exceptional courage and compassion. The agency announced that he will be formally honored during its anniversary celebration in December 2025.

Regional Director Atty. Roy Buenafe confirmed that a fact-finding investigation is underway to review the circumstances surrounding Narvasa’s termination. He emphasized that the driver “was not accorded due process,” noting that Narvasa should have been allowed to explain his actions before being dismissed. Buenafe further highlighted that such an act of heroism deserved recognition rather than punishment.
As both Narvasa and the wing van owner hail from Leyte, DOLE 7 has coordinated with DOLE Eastern Visayas to conduct a thorough inquiry. The investigation will also help Narvasa secure any benefits due to him.
