The construction of the Monterrazas de Cebu continues after the DENR lifted the stoppage order on April 6, 2026.

Previously, the Cebu City Council had moved to lift the cease-and-desist order (CDO) on the Monterrazas de Cebu project linked to Slater Young. This means that despite the violations found, the development of this project will continue.

This is largely linked to Slater Young, and this project is being pointed to as one of the main reasons behind the severe and catastrophic flooding in the nearby towns when Typhoon Tino hit the country.

Recently, it has been confirmed that the construction will continue after the Department of Environment and Natural Resources (DENR), through its Environmental Management Bureau (EMB) in Central Visayas, lifted a stoppage order on April 6, 2026.

It is seen as one of the reasons behind, contributing to the flooding, but not enough to halt the development on the hillside.

In a three-page order, Regional Director John Edward T. Ang denied the developer’s request for partial reconsideration but allowed the lifting of the stoppage order issued on November 10, 2025.

The case, filed as DENR EMB-7 Case No. 2025-0922, involves alleged violations of Presidential Decree No. 1586 and the conditions stated in the project’s Environmental Compliance Certificate (ECC).

Despite denying the reconsideration, the EMB allowed the project to continue, noting that the developer, 8990 Monterrazas Corporation, had complied with regulatory requirements. Records show the company paid a PHP 400,000 fine on February 16, 2026, as earlier ordered by the EMB for violating ECC conditions.

The agency added that the company has complied with commitments made during a technical conference held in November 2025, according to the monitoring conducted on March 5, 2026. This has prompted the agency to lift the stoppage order.

Mont Property Group general manager Camille Bondad said, “The Monterazzas side does not and cannot flow into Liloan, Cotcot, Mananga and the other impacted areas. These communities sit in different watersheds with their own distinct hydrological conditions.” 

“The Mont Property Group will continue to move, continue forward with this project carefully, responsibly and in full coordination with the concerned agencies,” she added.
