Duterte’s Former Spox Harry Roque Gives Message for Former DPWH Usec. Cathy Cabral
HARRY ROQUE – Duterte’s former Spokesman thanked former Department of Public Works and Highways (DPWH) Undersecretary Cathy Cabral for allegedly leaving the “smoking gun”.
The death of former Public Works Usec. Maria Catalina Cabral did not only come as mysterious among countless Filipinos. There are also questions of her reported demise will bury the truth with her.
Former DPWH Usec. Maria Catalina Cabral was reportedly found unconscious and unresponsive below a cliff in Tuba, Benguet last December 18, 2025. Amid the questions on the identity of the body found under the cliff, the Department of Interior and Local Government or DILG previously said the DNA test confirmed that the remains belonged to Cabral.
According to Ricardo Hernandez, the driver of Cabral, the former DPWH Undersecretary allegedly asked him that they will drive from Manila to Baguio to distress. He claimed that they were already at the Kennon Road in the morning of December 18 but they were asked by the police authorities to leave the area citing that it is “accident prone”.
Hernandez further claimed that they went to Baguio, ate, and checked in at a hotel. However, Cabral’s driver further claimed that the former Public Works Official allegedly asked him that they will return to the Kennon Road at around 2:30 p.m. An alleged photo of him with Cabral circulated on social media.
Cardo Hernandez said former DPWH Usec. Cathy Cabral asked her to leave her for a while and just return. However, according to him, she was no longer at the area when he returned after an hour. Her body was found 20-30 meters below the cliff at the Kennon Road in Tuba, Benguet.
Following the reported death of Cabral, there were massive call to have her body undergo an autopsy to determine the cause of her death. Initially, the Cabral family did not want to have the remains of the former DPWH Official undergo an autopsy.
The family of former DPWH Usec. Cabral believes that her death was “accidental”. Amid the issue on her reported demise, videos of the former government official who was tagged in the flood control mess saying that her biggest phobia is “heights” circulated on social media.
Following the reported death of former DPWH Usec. Cathy Cabral, Batangas Congressman Leandro Legarda Leviste claimed that he allegedly has the files of the former Public Works Official. Recently, amid the claims of Leviste, former Pres. Rodrigo Duterte’s former spokesman Harry Roque expressed his gratitude to Cabral.
Former presidential spokesman Harry Roque thanked former DPWH Usec. Cathy Cabral for allegedly leaving behind the “smoking gun” which is her files. He remains in The Netherlands amid a pending arrest warrant against him in the Philippines.
“Nasaan ka man USec Cabral maraming salamat at iniwan mo ang smoking gun. Ito yung Cabral files,” Roque said based on a post.
