Pag-IBIG Fund and CFO Study Retirement Housing With Health Care for Returning Overseas Filipinos

PAG-IBIG RETIREMENT HOUSING 2026 – Are you an overseas Filipino planning to come home for good? The Commission on Filipinos Overseas (CFO) and Pag-IBIG Fund are looking at a retirement community for returning Filipinos that combines housing, specialized health care and long-term financial security, with a pilot set in San Pablo City, Laguna.

CFO Chairman Dante Ang II met with Pag-IBIG Fund Chief Executive Officer Marilene Acosta to discuss the plan for an aging diaspora population, The Manila Times reported on November 7, 2026.

According to the report, Acosta said Pag-IBIG Fund is ready to evaluate funding tracks for land acquisition and housing construction. She pointed to the fund’s Group Land Acquisition and Development (GLAD) program as a viable way to finance such projects.

What Is a Continuing Care Retirement Community?

The project follows the Continuing Care Retirement Community (CCRC) model promoted by the Atikha Overseas Workers and Communities Initiative, a non-government organization that partners with the CFO. Instead of working like a traditional, stand-alone care facility, a CCRC is set up as an integrated community.

Its main goal is to let returning migrants stay productive, socially connected and secure during their retirement years.

Tie-Up With 4PH Under Study

The CFO and Pag-IBIG Fund are also considering aligning the initiative with the national government’s flagship 4PH housing program. The aim is to make better use of land, build more efficiently and simplify socialized financing options, the report said.

“Beyond supporting overseas Filipinos as they cross borders, the CFO recognizes the importance of ensuring a stable, secure foundation for their return or retirement,” Ang said.

No application process, price or loan terms for the retirement community have been announced yet, so interested OFWs should watch for official updates from the CFO and Pag-IBIG Fund.

Why San Pablo, Laguna?

Ang has backed the Atikha development in San Pablo City before. At a Retirement and Reintegration Forum in April 2026, he said the area suits active seniors because of its proximity to beaches and golf courses and its closeness to Metro Manila, The Global Filipino Magazine reported. He also said retirement projects can create jobs for nurses, doctors, physical therapists and other eldercare workers.
