PhilHealth Aims To Bring 60 Million Filipinos Into YAKAP by End-2027, Free Medicines List To Grow to 135
PHILHEALTH YAKAP 2026 – Have you registered with a YAKAP clinic yet? The Philippine Health Insurance Corporation (PhilHealth) wants to more than double the number of Filipinos covered by its Yaman ng Kalusugan Program (YAKAP), setting a target of 60 million beneficiaries by the end of 2027.
PhilHealth President and CEO Beverly Lorraine C. Ho said the program had reached around 22 million beneficiaries as of October 2026 and is expected to hit about 27 million by the end of this year, ABS-CBN News reported on Sunday, November 8, 2026.

“So next year, our joint target … is by [the] end of 2027, we have 60 million people in the YAKAP Program,” Ho said, as quoted in the report.
PhilHealth YAKAP Beneficiaries at a Glance
- As of October 2026: around 22 million beneficiaries
- Expected by end-2026: around 27 million
- Target by end-2027: 60 million
- Covered outpatient medicines: from 75 to 135 starting January 2027
What PhilHealth YAKAP Covers
According to the report, YAKAP is PhilHealth’s push for preventive and primary care. It covers the following services:
- Basic consultations
- Outpatient medicines
- Cancer screening
Ho explained that the program wants Filipinos to see a doctor early instead of waiting for an illness to become serious before they use their PhilHealth benefits. She noted that while PhilHealth has a cancer package worth up to a million pesos, members should not wait for their condition to worsen before seeking care.
YAKAP Free Medicines To Expand to 135
The list of medicines under YAKAP will grow from 75 to 135 beginning January 2027, and it will include dermatological (skin) medicines, the report said. Ho said the additional medicines were chosen based on those most commonly used in the outpatient setting.
Under the program, members may claim their prescribed medicines at any PhilHealth-accredited pharmacy without paying out of pocket.
PhilHealth spokesperson Alfred Philip De Dios said YAKAP aims to change the “healthcare-seeking behavior” of Filipinos and remove the financial barriers that stop many patients from consulting a doctor early. He pointed out that a lot of Filipinos delay check-ups because they do not have money to pay for them at the start.
