Authorities Arrest 4 Individuals in Alleged Fixer Scheme Near LTO Office in Davao City
Four individuals were arrested in Davao City after being linked to an alleged illegal fixer service near the Land Transportation Office.
On Monday morning (April 20, 2026), the National Bureau of Investigation – Southeastern Mindanao Regional Office XI carried out the operation.
According to reports, the entrapment operation took place around 11:00 a.m. along Quimpo Boulevard. Two men believed to be fixers were caught, along with two women who were said to have connections inside a private insurance-related establishment.

The group was allegedly involved in processing student permits in exchange for higher fees, avoiding the proper steps required by the LTO.
Authorities were able to catch the suspects in the act as they accepted marked money from undercover agents.
The arrests were carried out at the same time in two establishments, identified as EZ Auto Driving Academy and Blessed Pedro Calungsod Medical Laboratory, which were suspected of being used as fronts for the operation.

The operation was launched after LTO XI Regional Director Atty. Raphael Robillo sought help from the NBI to stop fixer activities and restore trust in the agency. The move is part of a wider effort to reduce red tape and fight corruption in public services.
Officials from the NBI said the arrests should serve as a strong warning not only to fixers but also to government employees who may be involved in similar schemes. They added that they have the authority to investigate any LTO personnel, regardless of rank, who might be connected to such activities.
One of the suspects denied the accusations and claimed that the payments they received were legal, while the others chose not to give any statement.
The four individuals are now facing charges for violating Republic Act No. 11032, which penalizes fixing and other forms of corruption. Authorities continue to investigate to identify other possible individuals involved in the scheme.
