CCTV Installation in All Schools Proposed to Help Prevent Violence & Bullying
A lawmaker is pushing for CCTV installation in all schools across the Philippines to help prevent violence and bullying among students.
Quezon City Representative Patrick Michael Vargas filed House Bill No. 11575, also known as the Campus Security Act, which seeks to require both public and private educational institutions to install CCTV cameras in key areas inside and outside their campuses.
Vargas said reports of school violence and bullying remain a concern, making it important to take steps to protect students and school personnel. He believes CCTV cameras could help schools monitor their surroundings and identify incidents that might otherwise go unnoticed.

The proposed measure came after reports from the Department of Education showed that fewer than half of public schools in the country have CCTV cameras and security guards.
Data from the 2024 Philippines Global School-based Student Health Survey also highlighted the problem. According to the survey, 35.3 percent of students aged 13 to 17 had been involved in physical fights, while 30.2 percent had experienced bullying at school.
For Vargas, these figures show the need for stronger safety measures, especially since students spend much of their time in school, away from their parents and guardians.

He believes that having CCTV cameras in school areas could discourage students from bullying others and help school officials respond more effectively when problems arise.
The proposed law aims to give students, teachers, and other school personnel a safer environment where they can focus on learning and their daily responsibilities without fear of violence or harassment.
However, CCTV cameras alone may not solve every problem. Schools may also need proper monitoring, clear reporting procedures, and programs that teach students to treat one another with respect.
As the bill moves through the legislative process, its goal is to strengthen campus security and help prevent incidents before they lead to serious harm. If passed into law, it would require schools nationwide to improve their security through CCTV systems.
